In 2021, despite the lack of human resources and working equipment as well as negative impact of Covid-19 pandemic at certain times, the Industrial Design Examination Center (of IP Viet Nam) still carried out a quite large workload, completed and exceeded the targets and goals set out at the beginning of the year.
Regarding the receipt of applications, the number of applications of industrial design registration filed through national route was 3,378, a 5.3% increase compared to 3,213 applications in 2020. 2021 is the second year Viet Nam received international applications for industrial designs under the Hague Agreement with which the number of international registrations designated Viet Nam was 217, an increase of 24.7% compared to 2020 including 398 industrial designs (an increase of 21.3% compared to 2020). Thus, the number of applications received in 2021 reached 3,595 applications, the highest ever, including national applications and international registrations designated Vietnam.
Concerning the handling of applications, the number of applications completely prosecuted (refused or granted) was 2,906, an increase of 1.3% compared to 2,869 applications in 2020. Out of them, the number of industrial design applications that their content examination were finished (refused or granted) was 2,694 and the number of applications that their formality examination were finalized reached 3,225 applications (equal to the number in 2020).
In general, the examination of the industrial design applications satisfied requirements in terms of quantity as well as processing time. All industrial design examiners exceeded their required performance level and many of them exceeded at a high level. Industrial design applications filed before 01 January 2019 were intensively handled by the Industrial Design Examination Center to catch up on a backlog of applications.
Even though having achieved significant results mentioned above, the handling of industrial design applications still had some problems such as: a backlog of applications from previous years had not yet been completely resolved and formality examination of a number of industrial design applications did not meet their deadlines in accordance with regulations. One of the reasons for such limitations was a growing workload while the facilities for examination were inadequate. In addition, human resources for the Center had not been timely and fully designated/recruited to replace the emloyees retired and left during the years.
In order to maintain and enhance results achieved in 2021 and to solve the remaining problems, in 2022, the Center will execute numerous synchronous solutions, including application of the New Examination Manual of Industrial Design Applications to replace the old Regulation issued in 2009. Besides, staff members of the Industrial Design Examination Center (of IP Viet Nam) continue to be proactive, effortful and creative at work to achieve and exceed the goals set from the beginning of the year.. Communication and dissemination activities towards the 40th anniversary of the establishment of the IP Viet Nam will also continue to be carried out to promote the growth of number of industrial design applications. Reinforced human resources and adequate equipment for examiners are essential to improve efficiency of industrial design application processing both in terms of productivity and quality.
