On June 30, 2025, the Vietnam Intellectual Property Office (VNIPO) issued Notice No. 2400/TB-SHTT guiding how to handle changes to applicant addresses in the field of industrial property, arising from the reorganization of district- and commune-level administrative units and local government structures.
According to the Notice, changes to administrative boundaries may result in address changes on documents previously issued or to be issued by the VNIPO. To ensure the consistency and legal validity of records, the VNIPO outlines the following handling measures:
- Protection titles and other documents already granted shall remain legally valid until their expiration or replacement/cancellation.
- For pending applications, the IP Office will continue to recognize the former address unless the applicant submits a request for address update.
- Address updates may be carried out through one of the following two methods:
a) Submitting a standalone request for amendment by Decree No. 65/2023/NĐ-CP; or
b) Including the request for amendment as part of other procedures filed with the IP Office (e.g., maintenance of validity, renewal, response to official letters, etc.). - Notably, in cases where the address update results from administrative reorganization, the applicant shall be exempt from paying any fees or charges.
