The signing ceremony of memorandum in the field of IP between Vietnam and China

In order to enhance exchanges and cooperation in the field of IP, on June 14, 2019, in Hanoi, the National Office of Intellectual Property of Vietnam (NOIP) and the National Intellectual Property Administration of China (CNIPA) signed the Bilateral Cooperation Memorandum – a legal basis for the two Offices to promote projects and mutually beneficial cooperation related to IP innovation, application, protection and management.

The Memorandum of Understanding between the two Offices aims to create a foundation for cooperation and development in the field of IP, to share experiences in developing and implementing national IP strategies, IP laws and policies of the two countries, as well as other concerns about IP; to share practical experience; to train and develop human resources; to raise capital by IP assets and information services in order to facilitate the use of intellectual property;…

This Memorandum of Understanding will replace the previous one which was signed on October 19, 2017 between the two Offices with the expansion of cooperation to trademarks and geographical indications after CNIPA received two more functions in 2018.

Mr. Shen Changyu who is general director of CNIPA also said that China currently has more than 10,000 Patent examiners and 1,500 Trademark examiners to ensure both quantity and quality of examination. With the application of monitoring and examination quality improving system, the CNIPA sets a target that from 2020, the examination period of patent applications is 16 months and the examination period for trademark applications is 4 months.
